Concession
The services of Buenos Aires City Subways were given in concession by the National State to METROVIAS S.A. enterprise on 01/01/1994, together with the local services of what used to be Urquiza railroad.
In such context, the fiscalization and control of the contract was kept in hands of the National State and is today executed by the Comisión Nacional de Regulación del Transporte (CNRT - National Comission of transport Regulation).
The 4º article of Decreto PEN Nº 393/99, which approved the Addenda to the Contrato de concesión (Concession Contract), forsaw the instrumentation of the tranference of the subway and premetro services, including that transference the exercise of the fiscalization and control by Buenos Aires city. Even though by the Law Nº 373 of the Legislature of the Ciudad Autónoma de Buenos Aires, the City Government adhered to the mentioned national decreet, the effective transfer of such responsabilities was never materialized.
In spite of such functions never transfered to the City, this Society in its structure, makes a tracking of the technical aspects and quality of the service given to the usuers. Also the control of the patrimonial situation of the own assets as well as the ones given in the concession.
In such context, SBASE carries out: a tracking of teh frequencies of the service, the research to determine the correct operation of mechanic stairs, elevators and other installations. It also monitors cariables that might contribute to contamination in the field of the subway; such as it is the measurement and registering of noise and vibrations. Also the complaints that arrive directly to this Society are attended, through different organisms of the City, apart from the iniciatives origined at the Legislatura of the Ciudad Autónoma de Buenos Aires.
